CELLINA DRY GRASSLANDS SCI - SAFEGUARD

The SCI Magredi of Cellina includes a number of areas already protected by the regional laws from the naturalistic and landscape point of view:

  • an Outstanding Environmental Interest Area (ARIA) identified by the Regional Law n. 42 of 1996 called "Cellina river and Meduna" in which the Local Strategic Plan must maintain content protection, restoration and enhancement of the environment and landscape;
  • a large number of stable meadowareas, mostly owned by the State and by the Region (Military property and State Property regional water), counted and included in the inventory of stable meadows under the Regional Law n. 9/2005 which prevents the reduction of surface area and the farming transformation;
  • a series of landscape protection areas identified under Legislative Decree n.42/2004 which define that rivers, streams, watercourses (and their banks or feet of the banks to a range of 150 meters each) recorded in lists under the provisions of the law are safeguarded.

The SCI Magredi of Cellina is included in the wider Special Protection Area "Magredi of Pordenone" located under the "Birds Directive" as an area of vital importance for many avifaunistic species that use the natural habitats of the site as an area for nesting or for wintering and stopover during migration. The Directive not only protect birds by prohibiting the capture, the indescriminated killing and destruction of nests and eggs, but also imposes an obligation to preserve, maintain and restore a sufficient area of habitat essential to their lives and these habitats must be subject to specific conservation measures.

For these reasons in the "Magredi of Cellina" as SPA the "General Conservation Measures" envisaged by the Regional Law No.14/2007 are valid and as SCI the "Safeguard General Measures" approved by the Regional Law n.7/2008are already in force. These measures prohibit overall the opening and development of new quarries and landfills or the expansion of existing ones, the elimination of natural and semi-natural elements characteristic of the agricultural landscape with high ecological value, the performance of activities of circulation with engine vehicles beyond the roads, the conversion to other uses of grasslands or pastures.

The SCI "Magredi of Cellina" because of the opening of an infringement procedure (currently frozen) is also the only site that already has specific regional safeguard measures provided for by the Regional Law n.17/2006, in which the Article 22 are forbidden: mowing of lawns between April 15th and July 15th, the pasture with load greater than 2 LU/ha, the plowing operation or any act that can alter the soil, the turf or the floristic composition of the meadows recorded in the inventory of permanent meadows.

The Management Plans and their Conservation Measures of "Magredi of Cellina" SCI and of "Magredi of Pordenone" SPA have already completed the process of analysis and participation in the year 2011, then their preparation is being completed.
